Development Aid from People to People (DAPP), is a locally registered NGO engaged in development projects, in all the provinces of Zambia, in the fields of education, health, agriculture and other poverty alleviation programmes.

DAPP seeks to employ a Monitoring & Evaluation Specialist at DAPP Child Aid ZAMFAM South Central Program. The position reports to the Chief of Party.

The Monitoring & Evaluation Specialist will be responsible for coordinating and conducting the baseline, impact, and other evaluations, integrating technical and constituent sections while tracking program implementation against the Monitoring and Evaluation (M&E) Plan, development of the Program’s M&E framework, the development of a performance monitoring system, overseeing the maintenance of monitoring data collection systems (including developing and maintaining a program data base). Also contribute to the design, assist in managing program assessments and evaluations, and promote a culture of evidence-based decision making, and effectively communicating program results to a wide variety of stakeholders.

The position is tenable in Kabwe, with occasional travel to the project sites in Central and Southern provinces.

Duties and Essential Job Functions

  1. Ensures relevance and evidence base of all aspects of program design, and engages in dialogue with Chief of Party, Deputy Chief of Party and technical leads to continually strengthen program impact.
  2. Develops Performance Monitoring Plan (PMP) and oversees its implementation and periodic revision.
  3. Develops Monitoring and Evaluation (M&E) instrumentation tools for the project as needed (including monitoring data collection forms for program and grantee staff).
  4. Ensures high quality data through the implementation of regular Data Quality Assessments (DQAs).
  5. Supports and supervises collection and analysis of data for project M&E in accordance with timeframes set in the PMP.
  6. Develops, implements, and monitors the sub-grant awards and performance monitoring plans and systems for gathering, reporting, and analysing performance data for impact and sustainability of project implementation.
  7. Updates and implements M&E framework for integrated delivery of program objectives.
  8. Assists the Chief of Party to analyse results achieved compared with objectives expected and identifies the appropriate means and methods required at the program level.
  9. Ensures reliance on evidence produced from sector-specific monitoring tools based on relevant indicators to make key decisions.
  10. Develops an evaluation plan for the program and maintains a program monitoring database.
  11. Leads efforts, designs tools and training sessions to develop an inquisitive learning culture within the program team and partners to feed innovations into program decision-making.
  12. Manages all M&E activities and reporting for the program. Collects and reports on indicators required by DAPP and USAID.
  13. Measures progress toward achieving program goals.
  14. Supports the documentation of best practices and facilitates the use of such data to drive program design and decision-making
  15. Produces information to share lessons learned and for advocacy purposes.
  16. Provides technical assistance to build or strengthen partner and stakeholder capacity for data management and M&E.
  17. Provides information and support in the development of the work plan, quarterly reports and annual reports.
  18. Ensures that all program results are included in the PMP and other program documents.
  19. Applies and promotes the use of participatory documentation techniques that involve program participants and staff in the process.
  20. Develops and implements robust accountability systems to ensure activities respond to community member needs and that the results obtained are in line with the pre-established indicators and targets.
  21. Familiar with PEPFAR reporting Systems such as DATIM, statistical software such as SPSS, STATA and experienced in USAID funded projects including activities such as conducting SIMS will be an added advantage.

Other functions and responsibilities

Management and Leadership:

  1. Study project documents to understand the requirements from the partner including the goals, systems/ demand for M&E, administration and communication for programs.
  2. Be instrumental in the planning of the activities for the program periodically, i.e. on quarterly, monthly, weekly and daily basis.
  3. Take part in reviewing the program plans and follow the recommendations and input from the Chief of Party
  4. Assist the program staff to make good plans for themselves, the sub grantees and the community.
  5. Develop systems and implement good communication with partners in the operation areas including the sub grantees and Project Leaders.
  6. Constantly evaluate the progress and constraints of the program activities – analyze successes and failures, strengths and weaknesses and use this constantly to develop the program.
  7. Take part in joint monitoring and evaluation trips in cooperation with the Chief of Party, sub grantees ,District Coordinators as well as Project Leaders.

Public relations, partnership and communication with the partners and colleagues

  • Ensure that all cooperating partners and key government ministries in the target districts are sufficiently involved in program implementation and have sufficient information about the program.
  • Create good team work with district staff and the ministerial key players and spearhead good team work among partners in each target district.
  • Establish strong networking and linkages with all relevant authorities in the districts.

  • Communicate to partners in regard to sending of reports etc., ensuring that questions are answered and issues dealt with.
  • Communicate with the Project Leaders in charge of the various projects to ensure the needed documentation etc. requested by the partner is provided in time.

Required qualifications                                                        

  • Master’s degree/PHD in any of the Social Sciences
