Young graduates from select African countries have a chance to experience German parliamentary democracy up close. The German Bundestag International Parliamentary Scholarships (IPS) 2027 offers this opportunity to politically active people under 30. This fully funded program brings participants to Berlin for hands-on learning about politics and leadership.

Program Overview

The IPS 2027 targets young graduates from sub-Saharan Africa who want to strengthen democracy in their home countries. It runs under the patronage of the President of the German Bundestag since 2020. Up to 24 fellows from Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, Tanzania, and Uganda will join.

The program lasts four weeks, from January 4 to February 2, 2027. Participants shadow a Member of Parliament and their team for one week. They also attend workshops on topics like parliamentary work, pluralist society, minority rights, culture of remembrance, anti-corruption, intercultural skills, and project management.

Who Can Apply?

To qualify, applicants must meet these requirements:

  • Hold citizenship from one of the listed countries: Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, Tanzania, or Uganda.
  • Be under 30 years old as of January 1, 2027.
  • Have a university degree.
  • Show good German language skills, at least B2 level on the Common European Framework.
  • Display strong interest in politics and social or political engagement.

Selection favors those with a track record of active involvement.

What Does the Scholarship Cover?

Fellows receive a monthly stipend of 700 euros. The program provides free accommodation in Berlin. Travel costs to and from Berlin get covered too.

The German Bundestag also pays for health, accident, and personal liability insurance. This setup lets participants focus fully on the experience without money worries.

Application Process

The deadline is May 15, 2026. Apply only through the official digital platform at IPS digital. All applications must be in German.

Submit these documents:

  • A recent language certificate proving B2 German or higher.
  • A motivation letter in German, maximum two pages, signed by hand.
  • A copy of your passport or ID to prove citizenship.
  • Your university degree certificate, original or certified copy in English or German.
  • A recommendation letter in German or English from a professor, teacher, or employer. It should explain why you fit the program.
